Ukrainian prospective students who meet the conditions for applying under Decree No 103/1993 – they apply under the general order of the decree.
- Up to 1000 of the proposed under art. 4, para. 1 of Decree No 103/1993 places are designated for admission of candidates of Bulgarian nationality from Ukraine and the Republic of Moldova.
- Applicants of Bulgarian nationality from Ukraine and the Republic of Moldova apply in a simplified manner – only on documents (without taking a general education or specialized test) in all possible ways – by registering in the platform, by sending the documents electronically, by mail, courier or presenting them to the Ministry of Education and Science.
- Applicants of the Bulgarian nationality from Ukraine and the Republic of Moldova have the right to apply under Decree No 103/1993 without interruption all the time from the beginning of the campaign until September 2022.
Ukrainian prospective students who do not meet the conditions for applying under Decree No 103/1993
According to the current legislation, this category of persons apply for education in Bulgarian higher education institutions as foreign citizens and pay higher tuition fees than Bulgarian citizens. There is no provision for relief for them.
The terms and conditions for admission of foreigners for students in Bulgarian higher education institutions are regulated in the Ordinance on the State Requirements for Admission of Students to Higher Education Institutions of the Republic of Bulgaria (adopted by Decree No 79 of 2000, amended and supplemented by issue 47/05.06.2018). Prospective students for training for acquiring educational and qualification degree “Bachelor” or “Master” after completed secondary education and “Master” after completed educational and qualification degree “Bachelor” submit their documents to a higher school of their choice within a period specified in the regulations of the higher school. Foreigners submit the following documents:
- A form or application with short biographical data, as well as the desired higher education institutions and specialties;
- A copy of the document for completed secondary education and the supplement with the grades (when it is a Bulgarian diploma) or respectively a certificate for recognition of secondary education acquired at a school of a foreign country – for the candidates for a full period of study;
- A copy of the document for completed higher education with a degree corresponding to the educational and qualification degree “Bachelor” or “Master” – for candidates for training in Master’s degree;
- A document issued by a competent state authority certifying the applicant’s right to continue his/her studies at the higher education institutions of the country where the secondary education was acquired;
- Transcript of records – for students applying for a partial period of study;
- Document for proficiency in the Bulgarian language, issued by a higher education institution in the Republic of Bulgaria – for applicants who will not undergo language and specialized training;
- Two photos.
The documents under items 2, 3, 4, 5 and 7 must be certified, translated and legalized in accordance with the provisions of the international treaties of the Republic of Bulgaria with the country in which they are issued, and in the absence of such – under the general procedure of certifications, translations and legalizations.
Recognition of the correspondence of completed periods or stages and degrees of school education in schools of a foreign country with those in school education in the Republic of Bulgaria, for the purpose of access to training in the higher education system, shall be carried out in accordance with the provisions of art. 165, para 1 and para. 3, item 3 of the Pre-school and School Education Act and Art. 106 para. 1 and Eq. 107, para. 1 of Ordinance No 11 of 01.09.2016 on the assessment of students’ learning outcomes.
A decision on the approval of applicants is taken by the higher school, which sends their documents to the Ministry of Education and Science in order to implement the procedure for issuing long-stay visas – visa type “D”, in accordance with the requirements of the Ordinance on the terms and conditions for issuing visas and determining the visa regime. The admission is based on documents is in accordance with the normative provision of art. 15, para. 2 of the cited ordinance, regulating the minimum average grade in subjects of the document for completed secondary education of the person, which are profiling for the specialty for which he applies.
The deadline for submission of documents to the Ministry of Education and Science of applicants for training in the educational and qualification degrees “Bachelor”, “Master” and “Professional Bachelor” after completing secondary education is October 1 for the first semester and not later than February 1 for the second semester of the year of application.
When the documents meet the requirements, the Ministry of Education and Science issues a Certificate of Admission of prospective students for training in the Republic of Bulgaria and notifies in writing the Consular Relations Directorate of the Ministry of Foreign Affairs and the Migration Directorate of the Ministry of Interior about this.
Ukrainian students who study at Ukrainian higher education institutions and want to transfer to Bulgarian higher education institutions
A draft act of the Council of Ministers has been prepared, which will regulate the transfer of Ukrainian students studying at Ukrainian higher education institutions to Bulgarian higher education institutions, and it will be possible to cover persons who cannot submit documents certifying the training conducted so far in Ukraine (except for regulated specialties). There will be 2 options for solving the problem – the Bulgarian higher education institution to contact the Ukrainian one in order to receive information about the candidate’s learning outcomes, and when it fails to move on to the formation of a committee within the higher school to conduct an interview with the candidates and, upon discretion, to accept them for training, but under the condition that at the time of graduation persons must submit all required documents under the Ordinance on State Requirements for Recognition of Acquired Higher Education and Completed Periods of Education at Foreign Higher Schools. If the persons are unable to provide the documents required by the Ordinance, it is possible to issue an academic transcript of their studies at the Bulgarian higher education institution to provide to the higher education institution in Ukraine in order to continue their studies at the Ukrainian higher education institution and to graduate there..
